2025 City of Bloomington Police Department Benefits
Officer First Class/Certified Officer Starting Salary: $82,161
Probationary Officer (First Year/Non-Certified): $78,874
A $5,000 hiring bonus is now available for lateral transfer of certified police officers who have completed Indiana Law Enforcement Academy Tier 1 Basic Training or an out-of-state equivalent. A $3,000 hiring bonus is available for those with no prior law enforcement experience.
Vacation: 29 paid days per year (prorated first year)
One additional day of vacation is added for each year of service between years 5 and 25. Maximum of fifty (50) vacation days per year.
Individually-Issued Patrol Vehicle: Certified officers that have completed the FTO program and one year of employment at another agency, and non-certified officers that have completed the FTO program and their probationary year, may have a patrol vehicle individually-issued and drive the vehicle within a sixty (60) mile radius of Monroe County or within two contiguous counties, whichever is less.
Sick Leave: Unlimited sick leave with full-pay, in accordance with provisions of the Collective Bargaining Agreement.
Housing Assistance:
Rental Assistance: $750/month benefit available to officers renting a residence inside the city limits of Bloomington upon start of employment.*
Housing Purchase Assistance: After completing their probationary year, officers are eligible for a one-time housing purchase assistance benefit in the amount of $18,000 to be put towards the purchase of a home within the city limits of Bloomington.*
Longevity: Officers receive annual longevity pay at the rate of $200 per year of service.
Specialty Pay: Officers receive $500 annual pay for Category 1 specialties (instructor, breath test operator, bicycle patrol, civil disturbance unit, accident reconstructionist, honor guard, DRE, downtown resource officer); $1,000 annual pay for Category 2 specialties (Critical Incident Response Team, hostage negotiator, dive team); and, $1,600 annual pay for Category 3 specialties (detective, field training officer).
Training Pay: Officers receive training pay at the rate of $100 for every twenty (20) hours of training completed during the previous calendar year.
Education Pay. Officers receive $600 per year for a two-year degree, $1,200 per year for a four-year degree, and $1,600 per year for a masters, law or doctorate degree.
College Discounts and Tuition Reimbursement. As a preferred partner with Indiana State University, employees of the police department are eligible for a 15% tuition rate discount, a waiver of application fees and enrollment deposits, and an expedited transfer review of prior college-level credit.
Uniform Allowance. Officers receive $500 per year for uniform replacements.
Retirement: Officers are members of the 1977 Police Officers’ and Firefighters Retirement Fund.The City shall contribute twenty point three percent (20.3%) of the salary of a fully paid Officer First Class to the Fund. The City also contributes four percent (4%) of the salary of a fully paid Officer First Class to INPRS on behalf of each officer. INPRS pay is based on the salary of an Officer First Class plus $5,000. Employees may also contribute pre-taxed dollars to a 457(b) Deferred Compensation Plan to supplement their retirement.
Health, vision, and dental insurance. Insurance premiums are subsidized by the City and are available on day one of employment to regular employees. The City offers life insurance, accidental death and dismemberment at no cost to employees. Employees may elect voluntary term life insurance. Employees and their dependents (ages 3 and up) who are on the City's health insurance may utilize the City Employee Health Clinic.
Paid parental leave. Officers are eligible for six weeks of paid parental leave.
